If you look closely/really follow the anime, Juvia and Levy are both wearing outfits that Lucy brought back from the stellar spirit world in previous arcs (Juvia from Grimiore Heart and Levy from the Tower of Heaven)

Wendy is also wearing clothes given to her at some point from the Grimiore Heart arc.
